課程概述

近年來在西方政治哲學領域引發熱烈討論的審議民主思潮，致力改善傳統民主政治實作中的民主加總觀造成的問題。民主加總觀訴諸投票程序，並依據公民的現有偏好來做政策決議。相對地，審議民主論者更關注投票之前的公共審議過程，其主張公民必須提出合理的理由來證成自己的立場，並且在公共論壇裡跟其他公民進行討論。若審議過後仍無法得出共識，再訴諸民主多數決的投票程序來做出最後決議。
本課程將閱讀與評析當代兩位重要的審議民主論者──古德曼(Amy Gutmann)和湯普森(Dennis Thompson)的著作，帶領學生瞭解審議民主的理論內涵及其對實際政策議題之應用。此外，本課程將透過相關文獻之閱讀，探討三種對審議民主理論的批評，包括：它僅是烏托邦的理想，難以相容於真實世界的權力政治；它未能嚴肅看待多元文化與族群差異；公共審議無法真正化解政治爭議裡的道德歧見。最後，本課程將討論一項重要的審議制度設計──審議式民調，以檢視審議民主的理想如何實際落實。

課程目標

本課程欲透過原典的閱讀，帶領學生瞭解古德曼和湯普森的審議民主理論、相關批判與挑戰，以及審議制度設計。此外，本課程也將透過課堂提問討論、口頭報告與個人學期報告之撰寫，提昇學生之表達、論證建構與學術研究能力。

課程要求

1.課堂報告與討論：本課程以討論為主，每週由一或二位學生口頭報告該週指定閱讀教材之要點，所有學生共同討論相關理論主張之合理性，並提出進階詮釋與批判。
2.課前閱讀：須仔細閱讀該週指定閱讀教材之內容，充分掌握問題意識與理論主張。
3.撰寫期末報告：須針對本課程之授課內容，自選研究主題，撰寫學術性論文。

3.	期末報告	50%	針對課程內容自選研究主題，撰寫個人報告，碩士生的報告篇幅5000-7000字，博士生的報告篇幅7000-10000字。須以正式的學術論文格式撰寫，繳交期限為2018年7月20日。
